		+	New Delhi: Of the close to 90,000 convicts serving their sentence in jails for committing offences like murder, abduction and kidnapping in 2020, 14. 2% were prisoners convicted for rape. The Prison Statistics India report for 2020 highlights that the 12,631 inmates convicted for rape accounted for 67.

		+	The Nagpur bench of the Bombay HC has ruled that the act of a suitor throwing a chit containing a message professing love to a reluctant woman, much less a married one, amounts to outraging her modesty.

		+	In setting this cardinal rule of engagement in love, the bench partially upheld the conviction of a 54-yearold man from Maharashtra’s Akola who had been pronounced guilty by a sessions court of outraging the modesty of a married woman at whom he had thrown a chit in 2011. Appellant Shrikrushna Tawari was fined Rs 90,000, of which Rs 85,000 will go to the “survivor” as compensation.

The very act of throwing a chit on her... is sufficient to outrage her modesty,” he said.

		+	The incident that led the woman to lodge a complaint had occurred on October 3, 2011, when Tawari, the owner of a grocery shop in her neighbourhood, approached her while she was washing utensils and tried to hand her a chit. When she refused to accept it, he threw it at her and left muttering, “I love you”. Next day, he made obscene gestures and warned her not to disclose the contents of the chit to anyone.

		+	After she lodged a complaint, the sessions court convicted him under sections 354, 509 and 506 of the IPC and sentenced him to two years in jail on June 21, 2018. He was also slapped a Rs 40,000 fine, of which Rs 35,000 was to be paid to the woman as compensation. Tawari challenged the verdict by filing a criminal revision application, contending that the survivor had lodged a false complaint to avoid paying for groceries she had taken on credit from his shop.

		+	Crime rate in the country, or crimes registered per lakh population, went up marginally to 385.5 in 2019 as compared to 383.5 in 2018, but crimes against women and children showed a 7.3% and 4.5% respectively, while offences against human body were up 1%.

		+	A total of 51.5 lakh cognisable crimes comprising 32.2 lakh Indian Penal Code (IPC) crimes and 19.3 lakh Special & Local Laws (SLL) crimes were registered in 2019. This marks an increase of 1.6% in registration of cases over 2018, as per the National Crime Records Bureau report on ‘Crime in India – 2019’ released on Tuesday. During 2019, registration of cases under IPC went up by 3% whereas SLL crimes declined by 0.6% in comparison to 2018. Percentage share of IPC crimes in cognisable crimes last year was 62.6% while share of SLL cases was 37.4%.

		+	At least 48 MPs and MLAs have declared cases related to crime against women, with BJP having the highest number of such politicans at 12, a report said on Thursday amid a nation-wide outrage over rape incidents, including in UP's Unnao where a ruling party lawmaker is an accused.

		+	"Out of 1,580 (33 per cent) MPs/MLAs analysed with declared criminal cases, 48 have declared cases related to crime against women," as per the report by Association for Democratic Reforms (ADR).

Also, political parties should disclose the criteria on which candidates are given tickets and that cases against MPs and MLAs should be fast-tracked and decided upon in a time-bound manner, they added.

		+	According to the report, in the last five years, recognised parties have given tickets to 26 candidates who had declared cases related to rape. During this period, 14 independent candidates with declared cases related to rape have contested for Lok Sabha, Rajya Sabha and state assembly elections.
