The local village authority collected money and set up camps built of bamboo and tarpaulin sheets, with compartments that serve as living spaces. Life in the camps is spartan. Residents sleep on bamboo platforms. Kitchens are long corridors with separate units for each family; cooking is with firewood or charcoal. Residents get medical support and rice from govt and drinking water from village authorities. All other essentials are via donations. The Young Mizo Association (YMA), Mizoram’s biggest NGO, is reaching out to the displaced people with food, warm clothes and medicines. But despite initial generosity, support for refugees has diminished, and contributions are falling.

This shared identity forms the foundation of Mizoram’s welcoming approach towards the Chin refugees. In Feb, chief minister Lalduhoma facilitated the merger of two Myanmar-based pro-democracy rebel factions — the Chinland Council and the Interim Chin National Consultative Council. This political involvement demonstrates Mizoram’s stance — addressing the root causes of the refugee crisis, rather than merely managing its symptoms. The state’s approach often diverges from the Centre’s official policy on Myanmar. 
In March 2021, the ministry of home affairs directed chief secretaries of border states to take appropriate action to check illegal influx from Myanmar into India, emphasising that India, as a non-signatory to the UN Refugee Convention and its 1967 Protocol, does not grant refugee status to foreigners. 
However, Mizoram govt explicitly rejected this approach. Former CM Zoramthanga, in a letter to PM Narendra Modi, stated that the directive was not acceptable to Mizoram and insisted that the humanitarian crisis could not be ignored. Thus, there were multiple factors driving the ZPM victory – a strong anti-incumbency wave against the MNF government, the early announcement of candidates by ZPM in July that gave it plenty of time for house-to-house campaigning, and well-prepared workers and candidates that ensured the party was able to win over the swing voters. This makes ZPM’s victory this time all the more stunning because Mizoram has a peculiar tradition where governments tend to change after two terms. The incumbent MNF was banking on the continuation of this trend. However, it faced criticism from both opponents and neutral voters due to unmet promises and the economic difficulties afflicting the state. Due to their common ancestry, refugees from Myanmar fleeing the military coup there and seeking safety in Mizoram are welcomed with open arms against the directions of New Delhi. Further, MNF’s support for fellow Zo-ethnic brethren from Manipur throughout the ongoing ethnic conflict there has been significant. MNF was essentially trying to leverage Mizo nationalist sentiments to win over supporters in this election.
