2017: new zones approved

The logjam in the functioning of the north corporation is finally about to get over with lieutenant governor Anil Baijal approving notification of its new zones. The move will pave the way for setting up important deliberative bodies like the standing committee and zonal committees without which a large number of policyand project-related decisions have been pending since the civic polls in April.
A new zone, Keshavpuram, has been formed while the erstwhile City zone, which covers Walled City , and Sadar-Paharganj have been merged to create a single administrative unit. “Restruc turing should enhance efficiency ,“ Baijal tweeted on Wednesday . Mayor Preety Agarwal thanked the Delhi government “for cooperating, keeping in mind the welfare of Delhi's citizens. They have come late but we welcome the decision“.
Delhi is divided into 12 administrative zones, out of which six fall under the north corporation (see graphic) and include 104 wards. The merged zone covers Shastri Nagar, Sadar Bazar, Kishan Ganj, Anand Parvat, Quraishi Nagar, Ballimaran, Ramnagar, Civil Lines, Chandni Chowk, Jama Masjid, Ajmeri Gate, Bazar Sitaram and Delhi Gate. For Keshavpuram, 10 wards have been taken from Civil Lines and eight from Ro hini. It includes Kohat Enclave, Shakurpur, Rampura, Trinagar, Wazirpur, Sawan Park, Nimdi colony , Ashok Vihar, Haidarpur, Shalimar Bagh North and South, Pitampura, Saraswati Vihar, Rani Bagh, Paschim Vihar, Sangam Park, Model Town and Kamla Nagar.
While City-Paharganj will function out of the existing headquarters of SadarPaharganj, Keshavpuram will soon have a zonal headquarters at a corporation school building.
Each zone is headed by a zonal ward committee under a chairman and it sends a standing committee member at the corporation's central level. “Many important policyand infrastructure-related decisions have remained pending for the past three months because of this delay,“ said the mayor. Proposals were being approved by the commissioner but he can approve work up to Rs 5 crore.
At the executive level, each zone is headed by a deputy commissioner, who enjoys all delegated powers of the commissioner. “The redistribution was necessary to distribute workload properly ,“ said the commissioner of the north corporation, P K Gupta.
The matter was pending with the Delhi government for more than three months.The government approved the notification process for the two other corporations in July . Due to procedural requirements, the north corporation would take another month to start normal functioning.
