Though the government has repeatedly said that people from the northeast living in Delhi are safe and that there is no specific targeting of people from the region, the government data paint a different picture. According to the home ministry, in the past three years, the crimes in which people from the northeast are victims have gone up by 170%.
The data gives credence to the observations by the government-appointed M P Bezbaruah committee that people from the northeast are racially discriminated in Delhi. The 11-member committee, formed after the fatal attack on Arunachal Pradesh student Nido Tania earlier this year, recently submitted its report to the government where it held that 86% of northeasterners living in Delhi had faced some racial discrimination. Between 2005 and 2013, close to two lakh people came to Delhi from the region.
The home ministry data shows that crimes against people from the northeast increased from 27 in 2011 to 73 in 2013. The crimes which witnessed highest increase were on expected lines: molestation, rape and hurt.
While molestation increased by 77% in the period, rape cases increased from one in 2011 to 17 in 2013.
Although the government claims it has taken a series of steps to ensure safety of northeasterners in Delhi -in a statement in Lok Sabha, minister of state for home Kiren Rijiju maintained that “it is not a fact people from north-eastern states are being ill-treated in different states of India in cluding Delhi“ and that attacks against them were “random“ -Bezbaruah committee has held otherwise.
It said in its report that people from the northeast faced more problems in Delhi than in other metros such as Mumbai, Hyderabad, Chennai and Kolkata. It also said over two-thirds of women from the northeast had reported that they faced harassment in Delhi.
The government, however, says a series of steps-which include regular police patrolling of colonies where northeast people live and race and gender sensitization programmes¬¬have been taken following the death of Tania to ensure safety of these people in Delhi.

The capital not only accounted for the highest number of crimes against people of Northeastern origin over the last three years but also reported an over 226% increase in such crimes in the past one year. According to data presented by Union Minister of State for Home Kiren Rijiju, in reply to a Lok Sabha question, 232 cases were registered in Delhi until October 31, 2014 by citizens from northeastern states, up from 71 in the whole of 2013 and 55 in 2012.
In contrast, Bengaluru saw seven such cases being filed till October this year, up from four last year, but much low than 18 cases filed in 2012. Gurgaon accounted for seven complaints of crimes against northeastern citizens until November 23 this year, as against nil last year and two in 2012.
Mumbai fared the best, with no cases of crimes against north-eastern citizens being registered by the city police over the last three years.
The minister of state for home said that though investigation of such cases was within the domain of the state governments, the Centre had issued advisories to all states and Union territories on May 14, 2012; June 3, 2013; and February 5, 2014, all directing them to have a stringent mechanism to deal with incidents of attacks on citizens from northeastern states.
“The state governments and Union territories are taking all necessary security measures to strictly follow the directions given in the advisories,” Rijiju assured the members.
He further informed the House that the Delhi Police had set up a special helpline no 1093 in February this year to address grievance of northeastern people living in Delhi. Bengaluru police, Gurgaon police and Mumbai police too were operating similar helplines numbers-09480801020, 0124-2301559 and 08976341108 respectively. Besides, most of the states had appointed nodal officers to attend to grievances of people of northeast origin, said Rijiju.

As many as 704 cases of crimes against people hailing from the Northeast were registered in Delhi in last three years, Lok Sabha was informed.
Union Minister of state for home affairs Kiren Rijiju said that in 2014, a total of 282 cases of crimes against people from the Northeast were registered in the capital and 258 people were arrested for these cases.
In 2015, altogether 277 cases of crimes against Northeast people were registered in Delhi for which 174 people were arrested.A total of 145 cases of crimes against Northeast people were registered in the capital till October 31, 2016 in which 84 people were arrested, Rijiju said. The minister also said that altogether 23 cases of crimes against Northeast people were registered in Gurgaon in last three years in which 21people were arrested.
The government’s committee to address the issue of racial discrimination in cities
After the murder of Arunachal youth Nido Tania, the home ministry had set up a committee to address the issue of racial discrimination in cities. The committee was formed after vehement protests at Jantar Mantar and other places.
Its members were retired bureaucrats from all eight northeastern states.
The committee, headed by M P Bezbaruah, former IAS officer and member of North Eastern Council (NEC), had held a few meetings with people from the northeast in Delhi, Pune, Bangalore, Hyderabad and Mumbai.
The North East India Forum against Racism (NEIFAR), a coalition of student organizations and activists with over 100 members have also written to the ministry for the inclusion of a retired Supreme Court judge and an academician.
