Highlights
ISA is a coalition of solar resource rich countries lying fully or partially between the Tropic of Cancer & the Tropic of Capricorn. These countries are also called sunshine countries.
Launched as a collective voice of 121 prospective member countries in international for a long term and low cost finance
Interim Secretariat of ISA is located in India (Surya Bhawan, National Institute of Solar Energy, Gurgaon)
It was launched at the UN Climate Change Conference in Paris on Nov 30, 2015
It aims to mobilize more than US$1000bn dollar in investments that will be required for the massive deployment of affordable solar energy
The International Solar Alliance is an initiative jointly launched by the Prime Minister of India and President of France on 30th November 2015 at Paris, in the presence of the Secretary General of the UN, on the side lines of COP21 UN Climate Change Conference.
The main objective of ISA is to undertake joint efforts required to reduce the cost of finance and the cost of technology, mobilize more than US $ 1000 billion of investments needed by 2030 for massive deployment of solar energy, and pave the way for future technologies adapted to the needs of 121 countries lying fully or partially between the Tropics.
ISA has presently four ongoing programmes: Scaling Solar Applications for Agricultural Use, Affordable Finance at Scale, Scaling Solar Mini Grids and Scaling Solar Rooftop catering to the needs of solar energy in specific areas.
The Framework Agreement coming into force on 6th December 2017, the ISA became the first international intergovernmental treaty based organization to be headquartered in India. ISA celebrated its founding day on 11th March, 2018.
ISA has been envisioned as a specialized platform and will contribute towards the common goal of increasing utilization and promotion of solar energy and solar applications in its member countries.
The Paris declaration on International Solar Alliance states that the countries share the collective ambition to undertake innovative and concerted efforts for reducing the cost of finance and cost of technology for immediate deployment of competitive solar generation, financial instruments to mobilise more than 1000 Billion US Dollars of investments needed by 2030 for the massive deployment of affordable solar energy and to pave the way for future solar generation, storage and good technologies for countries’ individual needs.
Contribution of India
ISA is part of Indian vision to bring clean and affordable energy within the reach of all and create a sustainable world. It will be a new beginning for accelerating development and deployment of solar energy for achieving universal energy access and energy security of the present and future generations.
ISA will be India’s first international and inter-governmental organization headquartered in India.ISA will be dedicated to promotion of solar energy for making solar energy a valuable source of affordable and reliable green and clean energy in 121 member countries.

Host Country Agreement

ISA and India sign the Host Country Agreement - ISA a juridical personality now
The International Solar Alliance (ISA) and the Ministry of External Affairs (MEA), signed the Host Country Agreement. The Agreement will give ISA a juridical personality and gives it power to contract, to acquire and dispose off movable and immovable properties, to institute and defend legal proceedings. Under this agreement, ISA shall enjoy such privileges, applicable tax concessions and immunities as are necessary for ISA’s Headquarter to independently discharge its function and programmes. ISA shall be deriving its status, privileges and immunities as per Article 10 of Framework Agreement.
