Vedic astrologers who were awarded Padma awards: 2015
2015: Nomination for the award
The Times of India, Apr 24 2016
Mystery panel behind names of several 2015 Padma awardees?
Himanshi Dhawan
Luminaries like senior BJP member L K Advani, actor Amitabh Bachchan, Akali Dal chief and Punjab CM Parkash Singh Badal were among those honoured with the Padma awards, second highest civilian honour in the country , in 2015. However, their names are missing from the list of 1,840 people who were recommended for the awards by the home ministry raising questions on who had supported their nomination.
In all, five among nine Padma Vibhushan awardees are not part of the list, including Karim Al Hussaini Aga Khan and Dr D Veerendra Heggade. Other Padma awardees whose names don't find a mention in the MHA list but were finally awarded were Microsoft owner and philathropist couple Bill and Melinda Gates, Manipal Global education chairman T V Mohandas Pai and US-based Vedic teacher David Frawley .
The home ministry has disclosed a list of 1,840 people whose names were proposed for the Padma awards along with the persons who recommended their names in response to a RTI application by activist S C Agrawal. Agrawal's name is also part of the list. But there are several names that were not part of the original list and may have been added later casting a mystery on the recommending authority .
According to MHA, a search committee, including bureaucrats from various ministries is tasked with re commending deserving candidates for the prestigious awards. “The usual practice is to invite recommendations every year from all state governments, ministries, governors, Bharat Ratna and Padma Vibhushan awardees and Institutes of Excellence,“ the MHA said. This list is considered by the Padma Awards Committee that includes the cabinet secretary , home secretary , secretary to the President among others.
The 2015 committee included Dr H R Nagendra, Dr V S Arunachalam, Prof P N Tandon, S Gurumurthy and A Surya Prakash. The names of the awardees is then approved by the Prime Minister and the President.
The lack of transparency extends also to the reluctance of the home ministry to part with records related to the Padma awards given in 2016. It has refused to disclose the documents despite an order by the Central Information Commission to the contrary.

Padma awards: Rajini, Rohit Shetty shortlisted but didn't make the cut
Bharti Jain
Baba Ramdev and Mata Amritanandmayi, actor Rajinikanth, Bollywood directors Rajkumar Hirani and Rohit Shetty, industrialists GVK Reddy and Shiv Nadar and veteran vocalist Girija Devi were among the 1,897 names recommended for Padma awards this year but did not figure in the final list announced on January 25. The list of persons for whom recommendations were received from one or more sources included film personality Gautam Navnitlal Adhikari, actor Sachin Pilgaonkar, music director Anu Malik, comic book creator Anant Pai, sarangi player Ustad Kamal Sabri, sarod player Pandit Tejendra Narayan Majumdar, herbal cosmetics entrepreneur Shahnaz Hussain and fashion designer Ritu Beri.
Letters endorsing the names of celebrity chef Sanjeev Kapoor, Hindi poet Ashok Vajpayi, Sanskrit poet Pandit Mithilaprasad Tripathi, singer Preeti Sagar, spiritual guru Acharya Sri Sudarshan and LGBT rights activist Ashok Row Kavi were also addressed to the Padma awards committee.
Among the sports personalities whose names were placed before the awards panel but did not show up in the final list put out on Republic Day-eve were snooker champion Pankaj Advani and athlete Anju Bobby George. The home ministry will shortly make public the list of all 1,897 names recommended for the prestigious awards -Padma Vibhushan, Padma Bhushan and Padma Shri -this year. As has been the practice since last year, the list of persons who recommended these names will also be uploaded on the home ministry website.
Though the list of Padma recommendations, accessed exclusively by TOI, confirms that Baba Ramdev was indeed recommended and considered by the Padma awards committee for the honour, senior home ministry officials remained tightlipped on whether he figured on the shortlist and got excluded after he declined the award.
The Padma Awards Committee painstakingly goes through the citations of each person recommended in a given year, before picking the final awardees. Awards are not conferred posthumously unless the person being considered has died within a year before the announcement of the list (one reason why Anant Pai may not have been chosen). Also, those facing criminal cases are usually rejected based on a verification of their antecedents.
