Swachh Survekshan 2017: Gujarat has 12 cities among the top 50 cleanest cities.
NEW DELHI: Indore in Madhya Pradesh is India's cleanest city and Gonda in Uttar Pradesh is the dirtiest, the government said today as it revealed the "Swachh Survekshan" survey scoring cities on various counts related to cleanliness and sanitation. Union Minister Venkaiah Naidu said the rankings are on the basis of feedback taken from people in 434 cities. States like Gujarat, Madhya Pradesh and Andhra Pradesh are among the best performing, he said. Uttar Pradesh has the most number of cities named among the dirtiest.
Here are the top 10 developments of the story
Gujarat has maximum of 12 cities among the top 50 cleanest, followed by Madhya Pradesh with 11 and Andhra Pradesh with eight.
Four of the dirtiest cities are in Uttar Pradesh and 50 of the state's towns are ranked 305 and below.
The only Uttar Pradesh city that is in the list of India's cleanest is Varanasi, which is Prime Minister Narendra Modi's constituency. It has ranked 32.
The worst cities are from Bihar, Punjab, Uttarakhand and Maharashtra.
In Bihar, the other poor performer among states, 19 of 27 cities and towns are ranked beyond 300 and 15 are in the bottom 100.
In Rajasthan, 18 of 29 cities surveyed are ranked beyond 300 and 13 are among the bottom 100.
Venkaiah Naidu said Gujarat, Madhya Pradesh and Andhra Pradesh did well in sanitation rankings, but Jharkhand and Chattisgarh were the major success stories.
Bhusawal in Maharashtra has been ranked as the second most dirty city, while Bihar's Bagaha places third and Uttar Pradesh's Hardoi is fourth.
The other Uttar Pradesh places that feature in the list of unclean towns and cities of India are Bahraich (sixth), Shahjahanpur (ninth) and Khurja (10th).
Bihar's Katihar is the fifth dirtiest city. Two places in Punjab, Muktsar (seventh) and Abohar (eighth) are also in the 10 most unclean cities.

Results and conclusions of Swachh Suvekshan-2017
-Top 10 clean cities of India in 2017 are : Indore -1, Bhopa-2, Visakhapatnam-3, Surat-4, Mysuru-5, Tiruchirapally-6, New Delhi Municipal Council-7, Navi Mumbai-8, Tirupati-9 and Vadodara-10
-From the above, it reveals that 6 of the top 10 clean cities of 2017 viz., Indore, Bhopal, Visakhapatnam, Surat, Tirupati and Vadodara have improved their sanitation rankings in 2017 over the 2016 and 2014 rankings.
-Bottom 10 clean cities/towns of India in 2017 are: Gonda (UP)-434, Bhusawal (Maharashtra)-433, Bagaha (Bihar)-432, Hardoi (Uttarakhand)-431, Katihar (Bihar)-430, Bahraich (UP)-429, Muktsar (Punjab)-428, Abohar (Punjab)-427, Shahjahanpur (UP)- 426 and Khurja (UP)-425.
Four of the bottom 10 clean cities are from UP, two each from Bihar and Punjab and one each from Uttarakhand and Maharashtra.
These bottom 10 cities were not surveyed in 2016.
While Bagaha and Bahraich have improved their rankings from 2014, Shajahanpur remained stay put while the other 7 have slipped from 2014.
Composition of top and bottom 50 rankings:
-Gujarat, Madhya Pradesh and Andhra Pradesh account for 31 of the top 50 clean cities with 12 in Gujarat, 11 in MP and 8 in AP. Telangana and Tamil Nadu account for 4 cities each in top 50, followed by Maharashtra with 3.
Chandigarh, Chhattisgarh, Delhi, HP, Jharkhand, Karnataka, Sikkim and UP account for one city each in top 50 clean cities of the country.
While 14 States/UTs find a place among the top 50 clean cities, competition is not so much for a place in bottom 50, with UP alone accounting for 25 of the bottom 50 towns.
Rajasthan and Punjab have 5 towns each in the bottom 50, followed by Maharashtra-2 and one each from Haryana, Karnataka and Lakshadweep.
Out of the 62 cities and towns surveyed in UP in 2017, 41 of them figure among the bottom 100 cities/towns.
Surprises of 2017 Sanitation Survey:
Jharkhand and Chhattisgarh have emerged as the major success stories in Swachh Survekshan -2017.
While all the 9 cities/towns of Jharkhand surveyed in 2017 have substantially improved their rankings over that of 2016 and 2014, 7 of 8 in Chhattisgarh have achieved this feat.
So, while Gujarat, MP, Andhra Pradesh continued their good work scoring well in Sanitation Rankings of 2017, Jharkhand and Chhattisgarh emerge as the major success stories given sanitation levels in 2016 and 2014 with substantial improvement.
Delhi
-NDMC and the three Municipal Corporations of East, South and North have significantly improved over 2014 Sanitation Rankings, Delhi Cantonment have reported substantial decline.
While East and South MCDs have improved over 2016 rankings, NDMC has slipped marginally.
Matters of concern:
UP: 50 of the 62 cities/towns surveyed in 2017 are ranked 305 and below among the 434 cities/towns surveyed. 41 cities and towns are among the bottom 100 cities. Varanasi is the only saving grace with a rank of 32.
Bihar: 19 of 27 cities and towns surveyed in 2017 are ranked beyond 300 with best rank in the State being 147 for Biharsharif. 15 of these 27 cities are among the bottom 100.
Rajasthan : 18 of 29 cities/towns surveyed in 2017 are ranked beyond 300 and 13 are among the bottom 100. Best Rank for the State being 171 for Bundi.
Kerala : Of the 9 cities surveyed in 2017, best rank for the State is 254 for Kozhikode (Calicut) and four are among the bottom 100.
Punjab: Of the 16 cities/towns surveyed in 2017, best rank for the State is 121 for SAS Nagar and 7 among the bottom 100 ranks.

Does the methodology penalise clean cities?
NEW DELHI: Alappuzha in Kerala is a "waste smart" city according to recent assessment by a Centre for Science and Environment (CSE) team. Reason? It has managed to achieve 100% waste segregation in 12 of the city's 23 wards. It doesn't landfill, instead a majority of the households have biogas plants and composting systems. But as per the Centre's recent Swachch Survekshan survey 2017, Alappuzha ranks at 380.
The top three "cleanest" cities according to the Swachch survey—Indore, Bhopal and Visakhapatnam, have a centralized system of waste management.
While these do have door-to-door waste collection and efficient transportation of waste, CSE points out that all three cities do not segregate waste at source and finally resort to landfilling. Very little waste is processed at source. The best practice in contrast, the world over is to segregate, recycle and process waste at source in a decentralized manner and minimize dumping. In fact, The MSW Rules, 2016 clearly state that waste needs to be segregated into three categories at the household level - wet, dry and domestic hazardous waste. Then, are the cleanest cities as per the Centre's survey really clean?
"What becomes clear is that the states that have pushed for a centralised approach towards waste management - Madhya Pradesh, Gujarat and Andhra Pradesh - have been given high rankings in the Survekshan results. Of the top 50 cities, 31 cities are in these three states. All these cities are pushing for cluster-based waste management approach using waste to energy plants and landfills for processing and dumping of waste," says a critique by the Centre for Science and Environment (CSE). At the heart of the problem is the way Centre evaluates "clean" cities, say experts.
No weightage has been given to waste segregation at source or decentralized management of waste. In fact, 40% of the points go to sweeping, collection and transportation of municipal solid waste, 20% to processing and disposal. No weightage has been given to decentralized waste management, effort to reduce dumping, recycling and reuse. Experts highlighted that there is a major stress on waste to energy plants too as many cities have started adopting it as an easy solution to deal with unsegregated waste.
A senior official at the Swachch Bharat Mission Directorate, told TOI that "most cities were not moving towards decentralized waste management which is why we didn't consider it as a parameter. It's not very well regulated in cities. But now we have decided that segregation and management of waste at source needs to be given weightage. In mega cities, composting or recycling is not an option yet..."

A similar example is of Panjim, which has virtually become "bin-free." It has a colour-coded five category waste segregation system instead.
According to CSE's documentation, waste is collected door-to-door, the generators of waste have to follow a five-way segregation system where they segregate it to wet waste, plastics, papers, cartons, glass and metals and non-recyclable materials. Wet waste is composted at decentralised compost pits in colonies. There are around 70 composting units in the city. Dry waste is brought to sorting centres, where it is sorted, the non-recyclable wastes are compressed into small bales and delivered to cement plants in Karnataka. But Panjim has been ranked at 90, despite its decentralization efforts.
"Now there are NGT guidelines that clearly lay down that there has to be segregation at source, composting, recycling and reuse of whatever is possible. The survey was conducted by a third party, they started the evaluation process before the NGT guidelines came into place and didn't incorporate these. They definitely need to be incorporated," said Shyamala Mani, professor at the National Institute of Urban Affairs (NIUA).
