The best and worst performing MLAs

The report showed that while Karnataka Chief Minister Basavaraj Bommai only recorded an attendance of 24%, Leader of Opposition Siddaramaiah recorded an attendance of 30%.

N A Haris, the Congress MLA from Bengaluru’s Shanti Nagar, topped a list on the performance of MLAs in the Karnataka Legislative Assembly (2018-2023) by asking 591 questions and recording attendance of 84 per cent, the Association for Democratic Reforms (ADR) said in its reportLeader of Opposition Siddaramaiah, who asked ‘zero’ questions and recorded an attendance of only 30 per cent in the total 150 sittings held, was ranked 236.

Meanwhile, Karnataka Pradesh Congress Committee president D K Shivakumar recorded an attendance of 39 per cent and only asked 24 questions. The report also showed that Karnataka Chief Minister Basavaraj Bommai recorded an attendance of only 24 per cent and asked 70 questions.

ADR and Karnataka Election Watch (KEW) had filed RTIs to the Karnataka Assembly Secretariat asking for information on the performance of the MLAs in the Legislative Assembly. The report, which comes ahead of the Assembly polls on May 10, is based on information available on the website of the Karnataka Legislative Assembly and from the RTI responses received from the secretariat.

JD(S) MLA K S Lingesh and BJP MLA Channappa Mallappa Nimbannavar topped the attendance list (150/150) by sitting for all the sessions held between 2018-2023. G B Jyothiganesh and Sanjeeva Mantandoor from BJP recorded 99 per cent attendance each after attending 149 and 148 sittings, respectively.

The report also showed that the JD(S) topped the attendance category with its MLAs attending 107 days, followed by BJP (99), Congress (95) and Independents (93). The report stated that a total of 214 bills were tabled in the 15th Karnataka Assembly, out of which 202 (94 per cent) were passed.

On average, an MLA from Karnataka Assembly ( (including MLAs elected through bypolls) has asked 116 questions, including starred and unstarred questions. The report also highlighted that, on average, an MLA from Karnataka Assembly has attended 99 out of 150 sittings held in the Assembly.

Haris, Yashavanthrayagouda Patil from Congress, Umanatha Kotian from BJP, H D Revanna from JD(S) and S N Narayana Swamy from Congress feature in the top five list based on the number of questions asked in the Assembly. The highest number of questions were related to general administration (2,285), finance/revenue (2,281), social welfare (1,516), education (1,168) and Jal Shakti Vibhag (1096). Meanwhile, 474 questions were related to construction, 642 to transport and 722 to housing.

While six Congress candidates feature in the top 10 list on questions asked, only two BJP and two JD(S) MLAs feature in it. The two BJP MLAs are Kotian (attendance 92 per cent, 502 questions) and Doddagoudar Mahantesh Basavantaray (attendance 93 per cent, 475 questions). The two JD(S) MLAs are Revanna (attendance 70 per cent, 487 questions) and Bandeppa Kashempur, (attendance 71 per cent, 402 questions).
